NEW CAM DECREE

On June 23, 2023, the new CAM Decree came into force.

The innovation brought by CAM (Criteri Ambientali Minimi or Minimum Environmental Criteria) concerns the evaluation of the life cycle of buildings (LCA) upstream of design choices and materials.

The new CAM for the construction sector promotes the use of Life Cycle Assessment (LCA) methodologies to optimize design solutions for sustainability, selecting the most advantageous options after comparing various strategies.

The sustainability theme encompasses not only design measures and energy efficiency technologies but also various aspects of the environmental, economic, and social sphere of a product or building.

The objective is to minimize the impact of buildings by using resources efficiently and in a circular manner, from the composition phase to use, management, and disposal or recycling, while reducing carbon emissions through green infrastructure and organic construction materials (such as biomaterials and sustainably sourced wood).

The CAM are structured into 3 main categories, depending on the phase of procurement:

  1. Criteria for the procurement of design services for construction projects - candidate selection, contract clauses, technical specifications, and rewarding criteria.
  2. Criteria for the procurement of construction works - contract clauses and rewarding criteria.
  3. Criteria for the joint procurement of design and construction works for construction projects - design technical specifications, contract clauses (for work procurement), and rewarding criteria.
