Conto Termico 3.0, in effect since December 25, 2025, evolves the incentive system by focusing on digitalization and electrification, with a specific emphasis on heat pumps and solar thermal systems. The regulation, which introduces a ban on fossil fuels for businesses, expands access to Renewable Energy Communities (RECs) and Third Sector organizations. It provides for increased incentives of up to 100% for public administrations and introduces new simplified procedures through the GSE Thermal Portal starting from February 2026.
